CEPS. Centre for European Policy Studies
Situated at the nexus between academia, business and the public sector, CEPS performs a unique role as an independent analyst of European policy. Its core business is the conduct of policy research on European affairs and the broad dissemination of its findings through a regular flow of publications, public events and commentaries. It strives to bring new knowledge to the attention of decision-makers and to offer fresh insights into important public policy issues of the day. Since its founding in 1983, CEPS has acquired a solid reputation for integrity, independence and excellence in research. The Justice and Home Affairs (JHA) Section at CEPS examines the issues and dilemmas related to the construction of an Area of Freedom Security and Justice (AFSJ), its internal and external dimensions and how these impact on the freedom and security of people. The Section has a well-consolidated experience in the initiation, coordination and management of large-scale European research projects related to the AFSJ, as well as in the provision of external independent expertise to the EU institutions (European Parliament, Committee of the Regions and Economic and Social Committee). Moreover, the JHA Section at CEPS has also extensive experience on the coordination of large scale projects worldwide that contain interdisciplinary partners.
Role in ASILE
CEPS acts as project coordinator for ASILE project. For this, CEPS will be in charge of leading WP8 on Project Management and WP9 on Ethics Requirements. CEPS participates in all WPs, due to its wide spectrum of competences and for its policy implications and dissemination. CEPS leads as well WP6 on Policy Engagement and WP7 on Dissemination and Training. CEPS is the main contact with the European Commission as well as the contact with networks and any interested party.

Sergio Carrera

Short biography
Sergio Carrera is Senior Research Fellow and Head of the Justice and Home Affairs Programme at CEPS. He is Visiting Professor at the Paris School of International Affairs (PSIA) at Sciences Po (France), where he teaches migration and human rights in the EU and international comparative perspectives. He is Associate Professor/Senior Research Fellow at the Faculty of Law in Maastricht University (The Netherlands), and Honorary Professor at the School of Law in Queen Mary University of London (UK).
Carrera has worked at CEPS since 2002. His expertise and main research interests are on EU justice and home affairs (JHA) and Area of Freedom, Security and Justice policies, with particular focus on: First, migration, asylum, citizenship and Schengen policies; Second, the rule of law and non-discrimination; and third, EU criminal justice law and police cooperation, and their impact on data protection/privacy and defence rights.
Miriam Mir

Short biography
Miriam Mir is Project Coordinator in the Justice and Home Affairs Unit. Since 2008 she had carried out the administration, coordination and dissemination activities of the different research projects of which the JHA section is part.
She has more than 10 years experience in managing research projects, preparing project proposals, designing dissemination strategies, organising high-level events and promoting fund-raising. She has extensive experience in preparing and coordinating multidisciplinary research projects which involves various partners across EU countries and internationally, and within various funding schemes (i.e. projects supported by the EU – H2020, FPs, Framework Contracts; foundations; private companies), as well as in the organisation of high-level events in multiple formats, as well as on the communication and dissemination of outputs. Since 2011 she is also independent consultant for EU Project Management.
Roberto Cortinovis

Short biography
Roberto Cortinovis is a Researcher in the Justice and Home Affairs Unit at CEPS. His research interests concern EU Justice and Home Affairs policies (migration and asylum, refugee, border management, return and readmission), with a focus on EU external action in those areas.
He has conducted in depth-research and published several academic and policy-oriented contributions on the following topics: a) the constitutional, institutional and operational implications of the notion of ‘solidarity’ in EU asylum and migration policy; b) EU external action on migration, asylum, and refugee protection, with a focus on the impacts of EU cooperation with third countries on fundamental rights, rule of law and coherence of EU external policies; c) the role of civil society in contributing to an evidence-based approach to policy-making in the area of migration and asylum. He has extensive experience in conducting semi-structured interviews with policy-makers (and other relevant stakeholders) and planning stakeholder consultations, including Task Force Consultations, workshops, and focus groups.
Ngo Chun Luk

Short biography
Ngo Chun Luk is Researcher in the Justice and Home Affairs unit at CEPS. His research interest and proficiency pertain to issues of migration law, nationality law, and European citizenship with over five years of professional experience.
At CEPS, his research focuses on European citizenship, migration, asylum and fundamental rights. He is proficient in legal research methods, including comparative legal research methods. He also has elementary experience in qualitative research methods (such as survey design) and quantitative methods (including elementary data analysis). He has experience in graphical presentation of information (such as infographics design).
Lina Vosyliute
ASILE Researcher
Short biography
Lina Vosyliute is a Research Fellow in the Justice and Home Affairs unit. Her research focuses on EU migration and asylum policies; border controls; the criminalisation of humanitarianism; migrant smuggling and other organised crime issues; the protection of minorities in the EU, with a focus on Roma inclusion and anti-Gypsyism; the role of civil society actors and broader rule of law and fundamental rights challenges. Previously, Lina carried out various studies at the Vilnius-based research institute Visionary Analytics.
Previously, Lina has conducted the researches on migrant rights and asylum conditions, pre-trial arrests that were based on comparative legal analysis and compliance assessments on Roma rights and labour rights. She has considerable expertise in applying qualitative social sciences methods which include case studies, conducting focus groups, interviews, Delphi method discussions, Strategic Visioning Exercises and Task Forces.
